What we collect
When you use Citizenly to contact an elected official, we collect:
- Your email address, used to verify your identity before sending your message.
- Your name, if you choose to provide it.
- Your home address, if entered, used to identify your representative and retained as part of your submission record. If you select your district manually without entering an address, no address is stored.
- Your IP address, recorded at the time of submission for fraud prevention and audit purposes.
- The message you send, including subject and body, retained by OverQuo LLC as a platform audit record.
- Your opt-in preferences for campaign updates and whether you consent to be contacted by the organizing group.
How we use it
- To send a one-time verification email confirming your intent before your message is delivered.
- To deliver your message to your elected official, with your email address as the Reply-To.
- To provide campaign organizers with a record of participation: who sent messages, when, and to which officials, but not the content of those messages.
- If you opt out of both follow-up preferences, your email address and home address are hidden from organizers entirely. Your name remains visible.
- If you opted in, to send you updates about the campaign, or to allow the organizing group to contact you directly.
Who sees your data
The organizer of the campaign you participate in can see your name, email address, home address (if provided), district, opt-in choices, the timestamps of your submission and verification, which elected officials your message was sent to, and the delivery status of each message. If you opt out of both organizer contact and campaign updates, your email address and home address are hidden from the organizer entirely; your name remains visible, as do district and all other fields listed above. Your email address is shared with the elected official as the Reply-To on your message.
OverQuo LLC (the operator of this platform) may access all submission data, including your IP address and the full content of your message, for purposes including platform operations, customer support, fraud prevention, and legal compliance.
We do not sell your data to third parties.
Organizer data
If you use Citizenly as a campaign organizer, the information associated with your account and campaigns (including your name, email address, organization details, campaign content, and campaign activity) is not private from OverQuo LLC. OverQuo LLC may access organizer data for purposes including platform operations, usage analytics, billing, customer support, and monitoring compliance with these terms. For customer support purposes, OverQuo LLC staff may access your organizer account directly. All such access is logged internally. By creating an organizer account, you acknowledge and consent to this access.
Transactional emails (account approval, suspension, billing, and other account-related notices) are sent regardless of any marketing preference.
Marketing and product communications (feature announcements, platform updates, and similar messages) are sent only if you opted in during signup. You may withdraw this consent at any time by emailing legal@citizenly.nyc.
Email communications
Verification emails are sent from campaign.citizenly.nyc via Mailgun. If you opted into updates, you may receive follow-up emails from the campaign organizer. You may opt out at any time by contacting the organizer directly.
Replies to campaign emails
Citizen messages are sent from campaign@campaign.citizenly.nyc with the citizen's email address as the Reply-To. If an elected official or their staff replies to the sending address rather than directly to the citizen, that reply is received by OverQuo LLC via our email provider.
When this occurs, OverQuo LLC:
- Stores the sender address, subject line, and message body as an internal audit record.
- Sends an automated reply directing the official to the citizen's email address, which is included in the footer of the original message.
Inbound reply records are retained by OverQuo LLC for auditing, platform improvement, and legal compliance purposes. They are not shared with campaign organizers or citizens, and are not used for marketing.
Analytics
Citizenly uses third-party analytics tools to collect aggregate, anonymized data about how pages are used, including page views and navigation patterns. This data does not identify individual users and is used solely to improve the platform. No behavioral profiles are built and no data is sold.
Data retention
Submission records are retained for as long as the associated campaign exists. If an organizer deletes a campaign, the campaign is immediately removed from their account and all citizen data becomes inaccessible to the organizer. OverQuo LLC retains the campaign and associated submission data internally for platform operations and analytics. Organizers may contact support to restore an accidentally deleted campaign. However, a permanent delivery receipt is created for each message sent to an elected official. This receipt includes your name, email address, home address (if provided), IP address, and message content, and is retained by OverQuo LLC as an audit record even if the campaign or organizer account is later deleted.
Data security
OverQuo LLC maintains reasonable administrative, technical, and physical safeguards designed to protect the information we collect against unauthorized access, disclosure, alteration, or destruction. No method of transmission or storage is 100% secure. In the event of a data breach affecting your personal information, we will notify you as required by the New York SHIELD Act and other applicable law.
Children's privacy
Citizenly is not directed at children under 13. We do not knowingly collect personal information from children under 13. If you believe a child under 13 has submitted information through Citizenly, please contact us at legal@citizenly.nyc and we will delete it promptly.
