The short answer is yes, but with significant setup work. Action Network's letter campaign tool requires organizers to supply and configure their own district shapefiles and official contact mappings. There is no pre-built NYC City Council, Borough President, Community Board, State Assembly, State Senator, or Governor of New York data. Action Network is a full-stack digital organizing platform. The District Routing Reality
This is the most important practical difference for NYC organizers.
Action Network's letter campaign tool routes constituent messages to officials using district shapefiles that the organizer configures. To run a letter campaign targeting NYC City Council members, you need to:
- Source the current NYC City Council district boundary shapefile (available from NYC Open Data, but requires knowing where to look and checking for updates after redistricting)
- Map each district to the correct Council member's current email address
- Upload and configure this in Action Network's system
- Repeat for any additional bodies you want to target (State Assembly, State Senate)
- Redo all of the above after any redistricting cycle or when officials change offices
NYC Community Boards are not covered by any standard shapefile Action Network ships. Routing to Community Boards requires custom configuration that most organizations have never done.
Citizenly maintains all five bodies' district data and keeps it current. When a new official takes office or district boundaries change after redistricting, Citizenly updates the data. For a small NYC nonprofit without a dedicated tech team, the shapefile setup is a real barrier. For a larger organization with technical staff, it is manageable but adds ongoing maintenance overhead.
The Constituent Verification Difference
Action Network's letter campaign tool collects address information from supporters and routes their message to the appropriate official. It does not verify that the supporter actually controls the email address they provided, and it does not produce a per-send delivery receipt that can be independently verified.
Citizenly requires a one-click email verification before sending. A supporter fills out the compose form, receives a verification email at their address, clicks the link, and only then is their message sent to the official. This creates a verifiable chain: the official receives an email from the constituent's real address (with Reply-To set to that address), and a permanent receipt URL is appended to the email that the official's office can inspect independently. For officials evaluating the legitimacy of an incoming constituent contact campaign, the difference between verified individual emails with reply addresses and unverified form submissions routed through a platform is meaningful.
Citizenly Pro also supports committee chair targeting, a feature Action Network has no equivalent for even with full shapefile configuration. An organizer can select the Council's Housing and Buildings Committee or the Senate's Housing, Construction and Community Development Committee. Every participating constituent's verified email also goes to that committee chair. Action Network's letter campaign tool routes to individual officials only.
When Action Network Makes More Sense
Action Network is the right platform for organizations that need its full feature set: mass email campaigns to supporter lists, SMS broadcasting, event management, fundraising, and multi-channel organizing across a national footprint. If your organization is running donor drives, volunteer recruitment, and national advocacy alongside NYC constituent contact, Action Network handles all of it. Citizenly does not.
